About the Author

Jonathan Looney (JNCIE-SP #254, JNCIE-ER #2, JNCIE-SEC #43, CCIE Routing & Switching #7797 [Emeritus]), is a senior testing engineer with Juniper Networks. He has managed and automated networks. He has also written tools to automate testing and debugging. He has written training courses for Juniper Networks and also taught an information security course at Syracuse University for several semesters. At Juniper, he currently focuses on testing the Junos kernel and UI features, and conducts product security testing.

Stacy Smith is a senior testing engineer with Juniper Networks. He has over 20 years of experience developing network automation for enterprise and service provider networks, as well as automating internal testing of new Junos features at Juniper Networks. His experience with Junos dates back to version 3.1 with one of the first customers to deploy Juniper’s first product, the M40 router. He holds a B.S. degree in Computer Science from the United States Air Force Academy and is certified with Juniper Networks as JNCIE-SP #4 and JNCIE-ER #4.

Overhead observation of human activities and natural developments on the Earth's surface long ago captured human imagination. These early hopes became reality in the mid-nineteenth century as the first aerial photographs were taken from a captive balloon. The rapid growth of aviation in the early twentieth century spurred the development of aerial photography and photointerpretation for military, scientific, and commercial purposes. The space age subsequently ushered in another new era in remote sensing as satellites and manned spacecraft provided a unique vantage point for Earth observation for both military and civilian purposes. We believe that the advent of commercial observation satellites at the start of the new millennium is the next major step in a rapidly evolving ability to acquire timely information on what is occurring at almost any location on the Earth's surface-what we view as growing global transparency.This book focuses on the nexus of technology and politics in seeking to understand the broader political, security, and market implications of commercial observation satellites. It offers a policy-oriented focus that is relevant to those in government, industry, nongovernmental organizations, and academia concerned with the potential benefits and possible risks of this emerging information technology. The book explores the policy tensions both in the United States and abroad that arise from the dual-purpose nature of high-resolution satellite imagery data, which can be applied to both civilian and military uses. Many chapters in this book build on and extend the work of other scholars and analysts who have laid much of the intellectual foundation in this area. We would be remiss not to recognize the seminal historical contribution of our RAND colleagues and others in developing satellite photoreconnaissance for security purposes. And two more recent efforts also deserve special recognition. One is the groundbreaking work of the Carnegie Endowment’s Commercial Observation Satellite Project in the late 1980s, which anticipated many of the fundamental policy issues arising today. The other work is the public revelation of the formerly classified CORONA imaging satellite program, which is ably recounted in the volume published by the American Society for Photogrammetry and Remote Sensing. These works provide a strong conceptual basis and historical context for many of the chapters in this book.

The book’s themes and observations also benefit from a series of workshops and informal discussions that have provided intellectual stimulus for the co-editors and book authors in thinking through the complex issues posed by the advent of high-resolution commercial and civilian observation satellites. The first workshop, in May 1998, was cosponsored by the George Washington University’s Space Policy Institute and the National Air and Space Museum. A larger conference addressing similar issues was hosted by Carnegie Endowment’s Project on Transparency in May 1999. Finally, RAND held a workshop that brought together most of the book’s authors, along with several experts from industry and government, in October 1999 to define key issues and to consider alternative perspectives. Throughout this period, our thinking benefited greatly from the informal discussions and debates of the “Eye Street Group” concerning the implications of imaging satellites for global transparency.

The book will satisfy readers from government, industry, NGO's, and academia looking for answers that explain both the benefits and risks associated with using remotely sensed data acquired from a number of commercial observation systems.
It is apparent that the publication was put together with a great deal of support from the commerical agencies responsible for maintaining the observation systems mentioned in the book, as well as from government agencies around the world. The book kicks off with a detailed examination of policies and issues associated with the development of commercial remote sensing programs. A number of detailed examples of remote sensing applications to international problems are presented along with a section dedicated to emerging International political issues faced by policy makers.
Readers should take away a good overview of who the traditional and new users of remotely sensed data are as well as an understanding of uses and applications of the data.
If any chapter is not to be skipped over, it's section 2 dealing with National remote sensing policies. An excellent historical account of national policies since the Cold War years covers the military and civilian policies of the US, Canadian, Russian, Japanese, French, Middle East, and India governments. Excellent examples of applications are offered up, as are detailed technical specifications of each nation's observation systems.
Appendices included with the title are not too lengthy and provide a list of abbreviations, bibliography, sample images, and not to be missed, a very interesting time line detailing the past, present, and future of the medium and high-resolution satellite world. About the only thing I could have asked for in this publication would be more example images included in the text. Students of geo-spatial and remote sensing courses, academics, researchers, government, and commercial agencies needing a primer on commerical observation systems and Satellite imagery will find this a very useful resource - this one will be a valued resource on your bookshelf for years to come.

Fantastic High-Quality Book on Policies and Capabilities

This may well be the best book RAND has ever produced--certainly the best I have ever seen or reviewed. An edited work, it brings together thirty-one authorities and integrates very high-quality editing, photography, and references. It even has an index.
As one who regards the collection of imagery as a supporting event, in support of the creation of geospatially-based all-source databases and integrated analysis, I would observe that this book must be regarded as skewed toward policies and capabilities related to commercial imagery collection. It does not address the many vital topics having to do with geospatial databases, the integration of diverse sources of geospatial imagery including Russian military maps and classified digital terrain elevation data, or the integrating of imagery into the all-source analysis process.
Commercial imagery is running roughly twelve years behind the early projections on both its adoption and its gross revenue potential. This is in large part because of a consistent prejudice against commercial sourcing by the Office of the Secretary of Defense and the Defense Mapping Agency (now the National Imagery and Mapping Agency). There are implications to this on-going negativity for the business marketplace--the cost of commercial imagery is still much higher than it need be, simply because the government is as yet unwilling to recognize that it should spend billions on acquiring commercial source imagery, not on building even more useless secret imagery satellites.
I recommend this book strongly, both for commanders who would like to exercise some control over national imagery collection policies and investments; and for business leaders who might wish to contemplate how the taxpayer dollar could be better spent in support of generic commercial imagery capabilities whose fruits can be easily shared with the private sector and especially non-governmental organization.
The editors and the authors of this book have excelled. I can find nothing to criticize--indeed, I expect the editors to get to work immediately on a follow-on book that brings together different authorities and focuses on the database and analysis side of the matter.

This book is a must have for anyone interested in the history of commercial remote sensing in the US. It all started over a decade ago - and at the time - this was the only book out there that was putting the whole picture together. You can't be an expert in this area and not have a copy of this book.

About the Author
Jason Haber is a serial and social entrepreneur. His extensive career has intersected the worlds of business, politics, academia and technology. In 2010 he co-founded Rubicon Property, a social entrepreneurial real estate firm based in Manhattan. Warburg Realty acquired the company in 2013. He has vast experience in government and public policy. Haber has worked as an advisor for several elected officials and candidates in New York City and in Washington, D.C. Haber was an adjunct professor at John Jay College where he taught a public policy course. He is a board member of Rivet Media, a virtual reality startup. Haber is a frequent commentator on CNBC and Fox Business News and has been covered in The New York Times and The Wall Street Journal. He holds a bachelor’s degree in Political Communication from The George Washington University and a master’s degree from the School of International and Public Affairs at Columbia University. Haber currently lives in New York City with his wife and daughter.

According to The Business of Good, new businesses are adding "giving back" into their basic business plans. This adds value to the more traditional way of personal giving by donations or charity events. The idea of building a give-back strategy into any business is labeled as Social Entrepreneurship. Haber gives us an in-depth view of how this business of doing good has evolved and a "how to" map for those who choose this goal.Started by Millenials, it is my personal hope that after reading this relevant and well chronicled account that more companies will adopt this idea.
A must read for anyone who cares about making changes in the current world. Haber writes with personal knowledge about this subject. May we have another "greatest generation" in the upcoming future.

Here, a Mrs. St. George, a matron of the 1870s whose husband has means but no social standing, schemes to advance her daughters' prospects; she hires a well-connected British governess, Laura Testvalley. The governess's taste and sensibilities make her the perfect commentator on the caste-consciousness of the other characters, both the parvenus and the British aristocrats whose sons are eventually conquered by the "buccaneers," bold American daughters of rich fathers. When Wharton died in 1937, she left unfinished a novel about fresh young Americans in class-bound England that Time declared would have been her masterpiece. Now Wharton scholar Mainwaring has polished up the rough draft and interpolated a few passages, and the result is a masterpiece. When the St. George girls and their friend Lizzy Elmsworth aren't accepted in New York society because their bloodlines just don't go back far enough, no matter how rich they are, the St. George governess recommends that they go to England. Here they quickly make grand marriages--one rattled young husband declares that they are really "buccaneers"--but becoming a duchess does not bring happiness to Nan St. George. Initially the overshadowed little sister, Nan emerges as an independent, self-possessed young woman who makes a momentous decision that shocks everyone--even her less stuffy compatriots--and her transformation is heartening to watch. Beautifully written, compelling characters.

Most of us know Edith Wharton either through
reading Ethan Frome in high school, or having
seen The Age of Innocence at the movie

theater. While she is best know for these works
they are dim in tone and portray the oppressive
nature of society.
In The Buccaneers, Wharton presents us with a group
of young women who have been rejected by
late 19th Century NY society, and journey to
England in search of husbands. Each of the
characters in fully drawn, and while Wharton
maintains her description of society as oppressive, she
counters this with the idealism and hope
of her brave young women and societal rules that with time are changing.
These women for the most part strive
to attain happiness, and unlike Wharton's
other principal characters, do acheive it.
This is probably the only Wharton novel
to end on a note of happiness and hope.
Combined with the richly drawn backdrop of 19th
century English & American society, it makes
for an enchanting and provocative read.

American Beauties Seek British Titles/Brits Seek American $$

Edith Wharton's last novel opens at the height of the racing season in Saratoga, NY, in 1876. Here America's 'nouveau riche' women gather; mothers and daughters who have been shunned by the elite, 'old money' society, scheme to marry their girls into the British aristocracy. Four beautiful young women become fast friends, as they dream and scheme together of potential suitors and titles in far off England. An English woman, unmarried and sophisticated, is hired to instruct the four friends in 'all that is necessary' to be successfully presented into British society. The girls' quest is most certainly not an impossible one. Many eligible, young aristocrats are short of funds necessary to keep up their vast estates. They are more than willing to marry American money, especially when wrapped in a beautiful, charming package, which will allow them to live in the style to which they are accustomed.
The story is told through the eyes, and from the hearts, of these young debutantes - wide-eyed, innocent and full of fun and American energy. Their longed-for entry into English society, and their subsequent marriages, joys and disappointments, as well as their strong, never waning, friendship for each other, is chronicled here with fascinating detail. The world of their childish fantasies is not the world of reality, as romance fades and financial worries, marital infidelities and lost love take the place of past dreams. They each struggle with the conflict between individual and social fulfillment, repressed sexuality, and the manners and mores of Britain's 'old families.' They discover secrets that were kept from them during courtship - intrigues, and hidden, devastating character flaws in their matrimonial choices.
Edith Wharton's descriptions of the wonderful American and British settings - the gorgeous countryside, great homes and extravagant furnishings, lavish clothing and courtship rites are remarkable. Each of the four young women have much in common, although their characters are quite different. Part of the glory of this novel is Wharton's development of her characters and their growth, as the young women mature with time and experience. The lesser characters are vividly drawn and complex. Her portrayal of the conflict between the American old society and the immense wealth of the newly rich robber barons and their socially ambitious wives, is an accurate and compelling glimpse of our past.
I know that Edith Wharton died before completing this extraordinary novel. I could wish, along with thousands of others, I am sure, that she had been allowed to live long enough to complete this masterpiece. However, Marion Mainwaring's conclusion does not diminish my immense enjoyment of the book in the least.

Died with Wharton

The first two-thirds of THE BUCCANEERS is brilliant, Wharton's at the top of her form -- hilarious, penetrating, exciting, effortless. Before reading, I didn't know and didn't want to inform myself precisely where the original material ended; I wanted to perpetuate the hope that there could be another great Wharton novel I hadn't read. But the book dies after chapter 29. It's like falling off a cliff. You have to be pretty insensible not to feel it yourself, and it's tremendously disappointing. I couldn't read more than a few pages of the added material, and then quit out of loyalty. Still, the Wharton first draft is a kick to read -- if for no other reason, for instance, than to see what a perfect first chapter looks like.
